Moves the repo-map starter kit from omp-matrix-bot scripts/templates/repo-map/ (omp-matrix-bot#44) to repo-map/ here.

Files copied unchanged, except that the Template source: comment in repo-map.sh now points here.
readme.md covers the files, the supported stacks and the install steps. Rooms install from /root/omp-matrix-bot/omp-templates/repo-map.
The test moved to test/repo-map.test.mjs and finds the script relative to itself. node --test passes 2/2 and needs no dependencies.

Merge this before omp-matrix-bot's move-repo-map-to-templates PR, which deletes the old copy.
